- Solicitatin Attached. The Federal Voting Assistance Program (FVAP) requires the services of a certified statistical practitioner who is an authority in this field of analysis and familiar with the Overseas Citizen Count Project (OCCP), previous overseas citizen demographic research sanctioned by FVAP. This analyst will serve on an Academic Review Panel (ARP) that will oversee the methodology employed in a continuation of the OCCP that will leverage the current model and methodology where appropriate to improve the quality and validity of the data and findings.
