- Description
- NASA/GSFC has a requirement for Northrop Grumman Electronic Systems (NGES), theATMS Instrument contractor, to provide sustained engineering services for on-orbitsupport for five years after launch,for the flight software maintenance, anomalyresolution and other instrument support required for the NPOESS Preparatory Project(NPP), Advanced Technology Microwave Sounder (ATMS) Instrument, the Flight Model 1(FM-1), the Engineering Development Unit (EDU), all simulators, Ground support equipmentand special test equipment for the NPP Satellite Launch in October of FY 2012. Theincrease in scope is required to provide sustained engineering support for the ATMSInstrument after the launch of the NPP Spacecraft.Northrop Grumman Electronic Systems (NGES) is the only source capable of providing themost knowledgeable and efficient post-delivery support for the Advance TechnologyMicrowave Sounder (ATMS) instrument for the NPOESS Preparatory Project (NPP) mission. Northrop Grumman Electronic Systems designed, developed, manufactured, tested anddelivered the ATMS flight instrument; and provided the ground support equipment, hardwareand the software to the NPP prime contractor to support the integration of the instrumentonto the NPP Spacecraft.In addition to the ATMS Instrument, NGES also produced the Flight Engineering DevelopmentUnit (EDU) and Special Test Equipment (STE). The EDU and STE are located at NGES where ateam of specialized technical engineers can effectively deploy these resources toreplicate on-orbit anomalies, analyze causes & effects and then facilitate development ofeffective solutions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 21, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
