Description
Performance Work Statement Blast Resistant Protection for Visitor Center Windows 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number FA2860-11-T-0083 is being issued as a Request for Quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. 4. This solicitation is set-aside for Small Business. The North American Industry Classification System (NAICS) code is 561621, Security Systems Services, and the small business size standard is $12.5M. 5. The Government will award a firm fixed price contract for a blast resistant protection for visitor center window, on Joint Base Andrews, Maryland. 6. Performance Work Statement (PWS) is attached. The contractor shall provide all labor, equipment, materials, and perform all work required by the contract for installation of prefabricated guard booth on Joint Base Andrews, Maryland in accordance with the Performance Work Statement. 7. The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.252-1, Solicitation Provisions Incorporated by Reference: http://farsite.hill.af.mil; 52.252-5 Authorized Deviations in Provisions: (b) DFAS (Chapter 2), and 252.225-7000; FAR 52.212-2, Evaluations-Commercial Items, applies to this acquisition. EVALUATION PROCEDURES: The Government will award a contract resulting from this solicitation to the responsible offeror on the basis of Lowest Price Technically Acceptable (LPTA). Offerors must provide all items outlined in the Performance Work Statement to be considered technically acceptable. Award will be made in accordance with simplified acquisition procedures established in FAR Part 13 procedures, to the responsive entity whose evaluated offer or quote conforms to the combined synopsis/solicitation and represents the LPTA. Partial quotes will NOT be accepted. Only one (1) award will be made as a result of this combined synopsis/solicitation. All offerors should timely notify the Government of any changes in inventory and market availability that may preclude or delay performance of the delivery schedule and any other terms and conditions stated herin. In addition, the Government intends to make award (offer) to the responsive firm without discussions; prospective offerors are advised to submit their firm's best offer prior to the proposal (quote) closing date. However, the Government reserves the right to conduct discussions if deemed to be in its best interest. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. 8. Offerors responding to this requirement must include a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications - Commercial Items (Apr 2011) or be registered with ORCA at http://orca.bpn.gov/, DFARS 252.212-7000, Offeror Representation and Certifications - Commercial Items (Jun 2005), and DFARS 252.225-7000, Buy American Act - Balance Payment Program Certificate (Dec 2009) with the quotation.
