Description
NASA/ARC has a requirement for 14 USB DSR Keyboards and 14 USB Trackballs forEnroute Air Traffic Control simulation workstations. Each of the DSR keyboards andTrackballs are built specifically to enhance DSR controller station fidelity. DSRkeyboards must connect to all ATM (Air traffic management) workstations using USBinterfaces. DSR trackballs must connect directly to DSR keyboards via RS-422, RS-232 orbe connected via a USB interface. DSR keyboards must be capable of entering completesets of characters, such as the clear weather symbol, into computer readout devices. NASA/ARC intends to purchase the items from:CORTRON, INC. 1 AEGEAN DR.METHUEN, MA 01844-1560Competition is not possible for the following reason:Cortron DSR keyboard and trackball assemblies are the only products that are compatiblewith the current operations and capabilities in FAA facilities. All air trafficcontrollers in Air Route Traffic Control Centers (ARTCC) in the U.S. use these everydayand are trained on them. When we run air traffic control simulations in our lab,controllers can use them without extra training. If we use regular keyboard controllersthe operators require multiple days of training and still never achieve the same level ofproficiency in the simulation that they have in their operational environment.Cortron Inc. is the only distributor of its own products.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/27/2011. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
