Description
RFP attachment, IT provisions RFP Attachment 3, Additional terms and conditions Task 1 Scope of Work Performance Statement of Work RFP The Morris K. and Stewart L. Udall Foundation (Foundation) is issuing this competitive RFP to obtain geospatial managed services on behalf of the Department of the Interior (DOI). The Foundation intends to award a comprehensive, performance-based indefinite-delivery indefinite-quantity (IDIQ) contract to the successful offeror. DOI has a goal to develop and use geospatial technology to improve agency decision-making and to aid collaborative decision-making and public engagement regarding the use of the nation's land, water, and coastal resources. While DOI presently has access to a variety of geospatial data from a variety of sources, it lacks the ability to integrate, coordinate, and display these data in a fashion that is convenient and easily accessible to a broad range of users. As such, DOI is seeking to obtain managed services for an enterprise-level landscape decision tool that will host and support geospatial technology, applications and data services. A landscape decision tool will provide landscape knowledge about DOI priority initiatives and inform management policies and decisions about land use, resource conservation, climate change adaptation, outdoor recreation, and other resource management issues. Over time, the tool may prove useful to other federal and state agencies to inform their decisions regarding land use and other resource management issues. The Foundation operates the U.S. Institute for Environmental Conflict Resolution (USIECR), a program dedicated to providing collaboration and conflict management services. USIECR supports the development of technology tools to assist collaborative environmental decision-making. DOI has entered into an agreement with the Foundation for project management services including the acquisition of managed information services. DOI and the Foundation anticipate the development of additional capabilities in a collaborative effort with additional federal agencies, other governments, non-governmental organizations, and other stakeholders. This IDIQ contract is intended for the exclusive purpose of developing the enterprise-level landscape decision tool. It may be used by the Foundation, the bureaus and offices of the Department of the Interior, and other agencies specifically contributing to the landscape decision tool. Collaborative development of capabilities using the contract will be handled via task orders issued by the Foundation on behalf of DOI or other agencies, as appropriate.
