Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation exists at this time. This information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The Estimated Price is $5,000.00. All qualified concerns that may be interested in performing the proposed project may submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. The Proposed Project: Contractor is to continuously monitor the status and fault condition of the China Wash electrical fish barrier, located on the Florence-Casa Grande Canal 2.6 miles downstream from Ashurst-Hayden Diversion Dam northeast of the town of Florence in Pinal County, Arizona. The electrical barrier was designed and constructed by Smith-Root, Inc. (SRI) in 1989, and is operated to prevent upstream passage of fishes from the canal into the Gila River. The unit consists of electrical pulsators that produce a specified pulsed DC current across a series of steel rails that span the canal width. A backup generator provides power automatically in the event of a grid power failure. Multiple parameters are monitored remotely and reported alarm conditions are acted upon according to strict protocol, as partially described in the attached China Wash Fish Barrier Standard Operating Procedures manual, dated May 19, 2002. Contractor is to provide the Reclamation Phoenix Area Office with quarterly monitoring reports of the status and fault condition of electrical conditions at the fish barrier, and perform a physical inspection of the unit at least once annually that makes recommendations to the San Carlos Irrigation and Drainage District Joint Control Board to ensure the unit operates continuously and effectively. The period of performance is one year, with options to renew for four additional years. Monitored parameters shall include, at minimum, operational status of all 6 pulsers, water level, backup generator status, and building security. Quarterly reports to Reclamation shall include a listing of non-routine barrier alarm histories to include date and time of initial alarm and date and time alarm was acknowledged or restored to normal condition. Contractor will provide a dedicated telephone service and remote monitoring system to monitor and report these fault conditions. A record of alarm conditions and remote barrier interrogations will be maintained and a report will be sent to Reclamation at the time of quarterly billing. A separate report describing the results of the annual physical inspection of the electrical barrier shall include the status of the building housing the unit, all electrical components, voltage gradients across the canal along each electrified rail, the backup generator, and any other connected or necessary components that may affect the operation of the barrier according to established parameters.Should you be interested in this requirement, please submit a capability package to Deborah Talbert at the address listed below.
