- Sole Source J&A Increased law enforcement services are necessary to protect the integrity of historic properties and other cultural resources, reduce violations of federal cultural resources laws, and improve prosecutions of those who violate cultural resources laws within the project boundaries of the U.S. Army Corps of Engineers, Portland District (including navigable waters) and those nearby adjacent lands which are likely to affect U.S. Army Corps of Engineers, Portland District project lands. Cultural resource protection includes ensuring the integrity of historic properties is maintained under the National Historic Preservation Act (NHPA) and enforcing the Archaeological Resource Protection Act (ARPA) and the Native American Graves Protection and Repatriation Act (NAGPRA).
