Description
The Government intends to solicit and negotiate with only one source, Spydercrane.Com, LLC 4654 S. Ash Ave, Tempe, AZ 85282. The procurement will be conducted on a sole source basis in accordance with the statutory authority of Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005 under the authority of FAR 13.501(a)(1)(ii). This acquisition is for one (1) each hydraulic mini crawler crane. The crane has a lifting capacity of 6,450 pounds maximum. The 5-section box beam type telescoping boom has a length of 8.3 feet for the retracted boom and 28.4 feet for the extended boom, with an extended hook height of 28.9 ft. The winch is hydraulic motor driven, with spur gear reduction, an automatic mechanical brake, and a wire rope retaining roller. The crawling gear consists of an endless rubber crawler with a climbing ability of 20 degrees. Radio remote and four part load block is standard. The crawler will come equipped with a quiet 16 HP liquid cooled diesel engine. The basis for restricting competition is because Spydercrane is the only known distributor for the mini crawler crane. The NAICS code for this procurement is 333923 and the small business size standard is 500 employees. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than 9 September 2011, 3:00 pm CDT. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation with Spydercrane. Award will be made in accordance with FAR Part 12, Acquisition of Commercial Items.
