Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is VA-240-11-RQ-0131 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-09-26 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The VHA SAO - 240E - Contracting Office requires the following items, Meet or Exceed, to the following: LI 001, the cryostat of an histology system: (1) with a control panel that is located outside the cryochamber and has at least the following control elements: cryochamber temperature, specimen temperature, section thickness, number of sections, total section thickness, remaining travel time, retraction time; (2) that has an integral disinfectant spray system that can disinfect the entire cryochamber at a temperature no warmer than -20 degrees Celsius; (3) with a motorized microtome that can be operated from a control panel located outside the cryochamber or by a foot switch; and (4) that requires electrical service of 110-120 volts at 60 Hz; with a cryochamber (1) that can be cooled from 0 degrees Celsius to at least -35 degrees Celsius in temperature steps no greater than 2 degree Celsius; (2) with at least two separate refrigeration systems; one to cool the cryochamber and one to cool the specimen; (3) that has a quick-freeze shelf that can be continuously held at a temperature no warmer than -35 degrees Celsius and that can hold at least 10 specimen discs; (4) with automatic defrost cycle capability; and (5) that is at least 640 mm wide, 760 mm high, and 1000 mm deep; (6) that has a heated sliding glass window; with a cryochamber microtome (1) with a counter to pre-select the number of sections to be cut, including both sectioning and trimming; (2) with intermediate, single, and continuous sectioning modes; (3) that allows for a maximum specimens size of at least 40 x 55 mm; (4) with selectable sectioning speeds to cover a range of at least 0.1 to 200 mm/s; (5) that includes at least the following section thickness ranges: 1 to 10 microns (in intervals of 1 microns), 10 to 20 microns (in intervals of 2 micron), and 20 to 100 microns (in intervals of 5 microns); (6) with a specimen holder with an X/Y/Z orientation precision of 8 degrees or better; (7) with a specimen retraction of at least 40 microns, a total horizontal specimen feed of at least 25 mm, and a vertical stroke of at least 60 mm; and (8) with specimen trimming adjustable from at least 5 to 500 microns COMPLETE HISTOLOGY SYSTEM REQUIRED - MUST BE COMPATIBLE WITH ITEMS 2, 3 AND 4, 1, EA; LI 002, the paraffin embedding station of an histology system: (1) with a paraffin reservoir sufficient to hold at least 3 Liters of paraffin; (2) with the ability to activate paraffin flow using a mold or a foot operated switch; (3) with an adjustable light and magnifying glass for visualization of paraffin blocks; (4) with at least two removable heated paraffin collection trays; (5) with a heated forceps holder for at least 6 forceps; (6) with a heated cassette bath adjustable in temperature from at least 55 to 70 degrees Celsius in intervals no greater than 5 degrees Celsius; (7) with a heated mold bath adjustable in temperature from at least 55 to 70 degrees Celsius in intervals no greater than 5 degrees Celsius; (8) with a heated working surface adjustable in temperature from at least 55 to 70 degrees Celsius in intervals no greater than 5 degrees Celsius; (9) with a heated paraffin reservoir adjustable in temperature from at least 55 to 70 degrees Celsius in intervals no greater than 5 degrees Celsius; (10) with a cold plate with a constant temperature of no warmer than -15 degrees Celsius and sufficient in size to hold at least 60 standard molds; (11) with a cassette warmer that can hold at least 60 cassettes; (12) with an overall cold plate dimension no less than 300 x 300 mm; (13) that is compatible with physical placement and operation on a standard laboratory bench; (14) with a control panel that has at least the following programmable control elements: paraffin reservoir temperature, mold bath temperature, working area temperature, cassette bath temperature, working time, start of work cycle, and end of working cycle; and (15) that requires an electrical service of 110-120 volts, 60 Hz COMPLETE HISTOLOGY SYSTEM REQUIRED - MUST BE COMPATIBLE WITH ITEMS 1, 3 AND 4, 1, EA; LI 003, the manual rotary microtome of an histology system: (1) with an 8? X/Y specimen orientation; (2) with zero-backlash vertical specimen movement; (3) with specimen retraction during return travel; (4) with a vertical stroke of at least 57 mm and a horizontal travel range of at least 23 mm; (5) that can section specimens up to 40 x 40 mm in size; (6) with a universal cassette clamp and blade holder for standard disposable blades; (7) that has a coarse feed wheel; (8) with a hand wheel that can be locked at any position to prevent blade movement when removing specimens; (9) with a permanent or removable arm rest for use during specimen sectioning; (10) with a section thickness selectable between 0.5 and 60 microns; (11) that includes the following section thickness ranges: 0.5 to 2 microns (in intervals of 0.5 microns), 2 to 10 microns (in intervals of 1 micron), 10 to 20 microns (in intervals of 2 microns), 20 to 60 microns (in intervals of 5 microns); (12) where specimen thickness is monitored and displayed visually on the front panel of the microtome; (13) with at least two trimming thickness settings covering a range of at least 10 to 30 microns; (14) that has a resettable section counter; (15) that allows fine-orientation alignment of the specimen in the horizontal and vertical directions; (16) that has the ability to release the specimen holder with the loosening of a single lever; and (17) that is compatible with physical placement and operation on a standard laboratory bench COMPLETE HISTOLOGY SYSTEM REQUIRED - MUST BE COMPATIBLE WITH ITEMS 1, 2 AND 4, 1, EA; LI 004, the automatic tissue processor of an histology system: (1) that is compatible with physical placement and operation on a standard laboratory bench and that has wheels or rollers located on the base of the tissue processor for mobility; (2) that has at least 12 total tissue processing stations consisting of at least 10 reagent stations and at least 2 wax baths; (3) with a fume containment system to provide vapor containment for the entire tissue processor; (4) that has a fume extraction system with replaceable activated carbon filters or their equivalent; (5) with an audible alarm and error message in the event of heater failure leading to solidification of the paraffin; (6) that has both an automatic and manual mode of operation; (7) that is programmable to allow for tissue infiltration times of up to at least 90 hours; (8) that has a programmed drain time between stations to prevent solvent carry-over; (9) that automatically immerses the tissue baskets in solvent in the event of a power failure to prevent drying or deterioration of the tissue; (10) that records the status of the tissue processor at the time of a power failure and reports this status when power is restored; (11) a control panel that has at least the following programmable control elements: number to tissue baskets, infiltration time, start time, delayed start time, remaining run time, and overall run time; (12) that can be programmed to start a run immediately or with a start-delay time of at least 1 day; (13) that requires standard electrical service of 110-120 volts at 60 Hz COMPLETE HISTOLOGY SYSTEM REQUIRED - MUST BE COMPATIBLE WITH ITEMS 1, 2 AND 3, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond.
