Description
REQUEST FOR INFORMATION - Deployment of Stationary Combined Heat and Power (CHP) and Combined Cooling, Heating, and Electric Power (CCHP) Fuel Cell Systems (FCSs) for Small Commercial Applications Battelle, Pacific Northwest Division operating the Pacific Northwest National Laboratory (PNNL) for the Department of Energy is requesting information to support a potential future Request for Proposal (RFP) to deploy stationary combined heat and electric power (CHP) and/or combined cooling, heating, and electric power (CCHP) fuel cell systems (FCS) in small commercial applications. The deployment is aimed at accelerating adoption of fuel cell technologies in key early market segments to catalyze a stronger supplier base for these strategically important distributed power generators, increase fuel cell production volumes, and decrease fuel cell manufacturing costs. Required system attributes and organization capabilities include the following: •Fuel input: Natural gas (preferred), propane, liquefied petroleum gas (LPG) or liquefied natural gas (LNG) •Nominal electrical power output between 0.5 kWe and 200 kWe (multiple systems can be proposed for a given building) •Building size range is 2,000 to 4,000 square feet (ft2) •Capability to utilize fuel cell waste heat for building hot water loads (CHP) or to drive a cooling cycle (CCHP) •Net electrical efficiency at rated power of at least 30% •Gross heat recovery system energy efficiency at rated power of 10% at a minimum •Minimum overall system energy efficiency at rated power of 50% (sum of the net electrical efficiency and the gross heat recovery efficiency). •Capability to engage partner facilities to install one or more CHP/CCHP systems and allow monitoring of system performance by Battelle. Battelle anticipates issuing a request for proposals while conducting our market research, and anticipates awarding one or more contracts for system installation(s) within three months of RFP issuance. We anticipate that the delivery of the FCSs and installation at partner facilities would begin by approximately May of 2012. The financial model used for contracts awarded under the anticipated RFP will be structured so that PNNL will own the performance data and the FCSs will be owned by the end users. This methodology allows the systems to qualify for any State or Federal incentives and mitigates concerns about continued operation of the FCSs after completion of the period of performance. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Battelle does not intend to award a contract on the basis of this RFI, or to otherwise pay for information received in response to this RFI. Please provide your questions or need for further information as well as your expression of interest to the attention of the point of contact below. Battelle expects that financial or other considerations for not meeting the final specifications will be required in any contract resulting from the Request for Proposal. Battelle is seeking the following types of technical, cost, and delivery information: 1. Offerors are requested to provide an indication of interest and all contact information for any resultant Requests for Proposals. 2.A description of experience, knowledge and capabilities directly applicable to the delivery and siting of high-efficiency CHP or CCHP FCSs. Example installations (case studies) should be provided if possible. 3.Discussion of suitability of systems for small commercial applications (heat availability temperature, experience in ganging multiple systems together, maintenance requirements). 4.Performance specifications of FCSs to be offered (nominal electrical, heat, and cooling output, system physical size, type of system input fuel, etc.) 5.Current installed base (number of systems) for FCSs responsive to the desired performance specifications and offeror capabilities described above. 6.Discussion of system performance monitoring capabilities for deployed systems. Examples of performance parameters of interest include the following: a.Fuel input flow rate b.Cooling fluid flow rate and temperature c.Electrical power output d.Useable heat (and/or cooling) output e.FCS component operating temperatures While this RFI is posted for approximately 45 days, Battelle is interested in completing a process of an initial market research within 30 days of the RFI posting date. Therefore, time is of the essence in responding. We look forward to hearing from you.
