Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the WARPAD Directorate intends to award a firm fixed price purchase order on a sole source basis to: Jed Delta Corp. 254 Blackstone, Bellingham, MA 02019-1605. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: The Textile Materials Evaluation Team at Natick Soldier research, Development and Engineering Center is responsible for the testing of Shelters textile materials for their effectiveness in blocking out light. Existing test methodology is not duplicating the current lighting conditions used in shelters and its validity in whether it is properly measuring the blocking of light is questionable. This effort will review existing data and equipment for the determination of Light Blocking Effectiveness (LBE) of textile materials and development work performed to date. Necessary modifications will be made by working with NSREDEC and other equipment users to determine the precision of the measurements and prepare a test method for acceptance by the American Association of Textile Chemist and Colorists (AATCC)-Committee RA-36 - Color Measurement Test Methods. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Jed Delta Corp employs personnel that have an in-depth understanding of textiles, physics and electrical engineering. These elements are essential to develop a test method for acceptance by the American Association of Textile Chemist and Colorists (AATCC)-Committee RA-36 - Color Measurement Test Methods. 4) Any other facts supporting the use of other than full and open competition: NA 5) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Not feasible at our level.
