- Performance Work Statement The Department of the Air Force, Air Force Materiel Command, Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards Air Force Base California, intends to award a sole source contract to Lockheed Martin Corporation, Lockheed Blvd, Fort Worth, TX 76108 using the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(2)(iii)(B), for a period of performance from 01 January to 31 Dec 16. The NAICS Code is 541330 which has a business size standard of $27,000,000. This acquisition is for engineering, documentation, logistical, and aircraft structural integrity program support for the USAF Test Pilot School (TPS) Variable Stability In-Flight Simulator and Test Aircraft (VISTA) NF-16D. Engineering support includes aircraft systems, flight controls, instrumentation support, avionics system work, troubleshooting and test bench support. Logistical support includes supply and/or repair of non-standard parts associated with VISTA. This sole source award is being made to ensure the critical, highly integrated, real time support to TPS is maintained. Lockheed Martin Corporation is the only organization that has the technical expertise to support VISTA. Lockheed Martin Corporation is the designer and manufacturer of the USAF F-16 fleet. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 15 days of the publication of this notice. Contractors interested in this requirement should submit clear and convincing evidence that they can meet the Government's requirement. The due date and time for responses to this synopsis is 4:00 pm Pacific Standard Time on 11 Oct 2011. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not a competitive procurement should be conducted.
