- This a DRAFT Request for Proposal (RFP)/Solicitation for industry review and comments and is for informational purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this request for industry comments are advised that their responses to this DRAFT RFP will not be considered for contract award. The information from this DRAFT RFP is for industry review and comments only and will assist the Government in finalizing the RFP/Solicitation for release. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. This requirement will be a small business set-aside for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINS). Healthcare housekeeping services are required for five years starting 15 Jan 2012 through 14 Jan 2017. The solicitation and subsequent contract will include contract line items (CLINS) for five (5) 12-month ordering periods. Individual task orders will clearly describe WBAMC MTF-specific healthcare housekeeping requirements and services to be performed. This is a DRAFT RFP for a follow-on requirement for healthcare housekeeping services in support of WBAMC, to include the collective MTFs in the health care area of WBAMC, exists as the required services are necessary to support the MEDCOM and WBAMC mission of providing quality healthcare to patients and, particularly, wounded warriors in safe, clean, and aesthetically-pleasing military treatment facilities (MTFs). The Center for Health Care Contracting (CHCC) intends to procure the necessary healthcare housekeeping services in all direct-and non-direct patient care and healthcare-related settings in support of Military Treatment Facilities (MTFs) located on Fort Bliss, TX to include William Beaumont Army Medical Center (WBAMC) Military Treatment Facility (MTF) and multiple MTFs in the health service area of WBAMC, Ft. Bliss, TX, inclusive of Biggs Army Air Field, TX; McGregor Range, NM; and White Sands Missile Range, NM. Healthcare housekeeping services may be required in any area under the jurisdiction of the WBAMC MTF Commander Services include hospital housekeeping services; collection and transport of regulated medical waste (RMW) to a MTF-specific site; collection of general solid waste (trash) for waste disposal pick-up; and, exterior building services (e.g., windows, doors, and walkways) such as window cleaning and snow removal. The square feet (SF) for cleaning of each MTF is varied; however, the estimated SF for WBAMC MTF, and the multiple MTFs located in the health service area of WBAMC MTF currently receiving services under the existing contract is 1,044,809 SF. The addition of 10,000 SF for a Community-Based Primary Care Clinic (CBPCC) and 104,480 SF for a 10% contingency growth factor increases the total estimated SF to 1,159,289 SF for the five-year contract period. Currently, United States Army (USA) Medical Command (MEDCOM) is scheduled to open one (1) CBPCC in the health service areas of WBAMC in 2012. The performance work statement (PWS) will define the services required, performance standards, performance thresholds (minimum acceptable level of services), methods of surveillance, and contractor performance incentives to achieve varying levels of quality performance.
