- Sole Source Justification The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) Emergency Management intends to issue a sole source follow-on award using FAR section 8.4 (Federal Supply Schedule) procedures for National Animal Health Emergency Response Corps (NAHERC) Program technical, analytical and administrative support services for support at the Emergency Management office in Riverdale, MD. The award will be made to Excalibur Associates Inc., located in Westminster, CO. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6. Numbered Note 22 applies.
