- Notice Of Intent To Sole Source with Pacer - Public Access To Court Electronic Records. NOTICE OF INTENT TO SOLE SOURCE (Subscription) This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of SSA's Intent to Renew, on a sole-source basis, a firm fixed price purchase order for renewal of continued electronic access to court records through PACER. PACER (Public Access to Court Electronic Records) Service Center allows users to obtain case and docket information from Federal Appellate, District and Bankruptcy courts, and the U.S. Part/Case Index for legal and adjudication purposes. It is a service of the United States Judiciary and operated by the Administrative Office of the United States Courts. The period of performance is for one year from 10/01/2011 to 09/30/2012. Under FAR Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. PACER is operated by the Administrative Office of the United States Courts and is the only known source that can provide these services This requirement is utilizing procedures in the FAR Part 12 in conjunction with procedures in FAR Part 13. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by SSA not to compete this proposed requirement based upon responses to this notice is solely within the discretion of SSA. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 2 business days, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with PACER as the only source and a purchase order will be issued without any additional notices being posted.
