- Market Research Questionnaire for CAT A Services The United States Transportation Command (USTRANSCOM) Acquisition Directorate (TCAQ) is conducting market research to determine terms and conditions relevant to the acquisition of CATEGORY A (CAT A) services. CAT A services require the contractor to provide international commercial cargo service that includes full Department of Defense (DOD) 463L Pallet and less than full pallet loads (non 463L palletized) to users specified by Headquarters Air Mobility Command (AMC) and USTRANSCOM. CAT A service also includes time-definite, door-to-door pick-up and delivery, transportation, Intransit Visibility (ITV), Government Approved Third Party Payment System participation, and expedited customs processing and clearance of full pallet and less than full pallet loads. Further, it also includes the movement of hazardous, sensitive, perishable, oversized or unusual shipments. This RFI is a market research tool used to aid in acquisition strategy planning. The government is not obligated to and will not pay for any information received from any sources responding to this synopsis. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. USTRANSCOM will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The North American Industry Classification System (NAICS) code to be used for this procurement is 481112, Scheduled Air Freight Transportation, with a size standard of 1500 employees or less.
