- Description This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 in conjunction with FAR Subpart 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being accepted and a written solicitation will not be issued. The solicitation number is F3PT731265A001 issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The North American Industry Classification System (NAICS) code is 335312 with a small business size standard of 1,000 employees. The requirement is for a brand name product. and is solicited on an unrestricted basis; any qualified, responsible offeror may submit a quote in accordance with the Description of Supplies, below. The resultant award will be a Firm-Fixed-Price contract based on price and compliance with the technical specifications of the requirement as listed in the Description of Supplies. 1. Description of Supplies: CLIN 0001: Hobart GPU-400 Ground Power Unit Part #500160-401. 28VDC Solid State, Trailer Mounted, 1 Output, 3ph/208-230-460V/60Hz (dimension 36L x 24W) Quantity: Six (6) each CLIN 0002: 4607W Plug, Hubble, 3W4P 60 Amp 480V Quantity: Six (6) CLIN 0003: Cable, 4 wire, Type W input cord, #6/4 Quantity: Sixty (60), 10 feet per unit CLIN 0004: MCPDC-007 Cable, DC, Output, 60 feet Quantity: Six (6) each 2. FOB Delivery To: 12 FTW/MXMG Attention Scott Goad Hangar 16 5th Street East Randolph AFB, TX 78150 Desired Delivery is 6-8 weeks after receipt of order (ARO). Indicate proposed delivery in quote. 3. Brand Name Justification: Hobart GPU-400 P/N 500160-451 Ground Power Units have been used by the Randolph Air Force Base flight line since 1990. During that time, a substantial amount of funds has been invested to establish bench stock support for the maintenance of the units. Personnel on the flight line are fully trained and experienced with these specific GPUs. If another type GPU is introduced an additional bench, stock would have to be created as well as countless man-hours spent retraining personnel on new equipment. Currently, Randolph has 55 Hobart rectifiers in support of the 12 FTW mission. 4. Basis of Award: Award will be made using Simplified Acquisition Procedures. Evaluation procedures in FAR Part 13.106-2 will be utilized. The criteria listed below will be used to evaluate the quotes. (1) Conformance to the Description of Supplies (Technical) The brand name requested is essential to the Governments needs as indicated in the Justification above. Therefore, the quote must clearly indicate that the product being furnished complies with all requirements listed, i.e. brand name make and model. (2) Price The firm fixed price shall be based on open market rates to include any applicable discounts. Since award will be based on initial responses, the offeror is encouraged to provide the most advantageous pricing in the initial response. Freight will be addressed as a separate line item if required. The ordering office will make a determination that the total firm fixed price is fair and reasonable based on the factors contained herein. 5. The Government will award a single contract resulting from responses to this solicitation to the lowest priced, technically acceptable, responsible offeror. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
