- SOW for Cost Estimating Software Suite, four licenses and training Complete Suite of Commercial Cost Estimating Software Tools including life cycle costing of IT projects from concept through development and support, along with training as per attached SOW. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HSHQVT-11-R-00019 is issued as an invitation for proposal (RFP). This solicitation incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This solicitation is a small business set-aside. The NAICS code is 541511 with a small business size standard of $25 million. This solicitation is for a Cost Estimating Software Suite, four (4) licenses and training as per attached Statement of Work (SOW) 4.0 and three 12 month options, as per SOW 7.0 Delivery is per SOW 5.0 and place of performance is per SOW 6.0. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items, with technical capability being most important followed by past performance and cost. These factors will be used to determine the best value for the Government. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition including 52.219-6, 52.203-13 and 52.232-33. The Defense Priorities and Allocations System (DPAS) assigned rating, is NONE. Responses are due via email to Thomas E.
