Description
NASA/ARC intends to extend Contract NNA11AA23B (Avcoat materials and associatedengineering services) with Textron Defense Systems of Wilmington, MA on a sole sourcebasis under the statutory authority of 10 USC 2304(c)(1), Only One Responsible Source andNo Other Supplies or Services Will Satisfy Agency Requirements. Avcoat is Textronsproprietary material, thus no other contractor can supply the material and the associatedengineering expertise currently required by NASA.In February 2011, NASA ARC awarded Indefinite Delivery Indefinite Quantity (IDIQ)contract NNA11AA23B to Textron Defense Systems under which delivery orders are issued fororders of its proprietary heat shield material Avcoat.NASA has a continuing andincreased requirement for Avcoat thermal protection materials and associated engineeringservices to support NASAs continued heat shield development programs.The heat shieldprotects the space vehicle and its occupants during re-entry into the Earths atmosphere. Avcoats predecessor was the thermal protection material used on the heat shields of theApollo space vehicles in the 1960s to 1970s and successfully protected those vehiclesduring the intense heat of atmospheric entry and return from the moon.In March 2009, asa result of several competitive procurements, and after extensive testing and evaluationof many TPS candidate materials, NASA selected Avcoat as the heat shield material for theOrion space vehicle.The design for Orion has been carried forward as the Orion Multi-Purpose Crew Vehicle(Orion MPCV) as part of NASAs new plans to explore beyond low Earth orbit and into deepspace.As a result of these new plans, the requirement for continued testing of Avcoathas increased to the point where the current contract value has almost reached itsmaximum threshold of $650,000.NASA therefore intends to increase the potential contractvalue for NNA11AA23B from $650,000 to $2,500,000, and to extend the period of performancefrom three years total to five years total.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 10:00 AM Pacific Time on October 11, 2011. Such communicationof capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
