Description
This is a combined synopsis/solicitation for customized training to VISN 6 staff having substantial duties in staff education. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number VA-246-11-RQ-0960. Only electronic submission will be accepted, offeror must include, CCR Registration, Tax ID, and reference Solicitation Number in Subject line of e-mail correspondence. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This procurement is unrestricted. BACKGROUND There is a need to develop a Professional Educators: High Performance Development Model (HPDM) for Coordinators, Nurse Educators, and other education and related staff with substantive duties in staff education for the Department of Veterans Affairs, Mid-Atlantic Veterans Integrated Service Network (VISN 6). Demands for a highly skilled and competent workforce are escalating but little to no attention has been paid to assisting the education staff to build their competencies to keep pace with these demands. Workforce education needs to go far beyond building power points and administering tests to focus on application and results. Education staffs across the board in this VISN are not equipped to take on these advanced expectations and require skill building far beyond the basic approaches that are often found in generic workshops. These developmental activities will be key to managing workforce orientation and development activities that both directly and indirectly impact employee performance and that enable our work force to address our core mission of providing safe and effective quality patient care. Our failure to accelerate our Education Department Staffs to perform these tasks in a timely and effective manner would have a significant and deleterious effect on these essential functions. A lapse in performance in these areas would significantly compromise our ability to continue the maintenance and expansion of existing VISN wide programs that address the increasingly complex and expanding needs of one of the highest growth VISNs in the nation and ultimately the quality of services provided to our Veterans. 2. SERVICES REQUIRED The VISN 6 Education Service Line needs immediate services of a highly skilled and technical nature requiring deep knowledge of and experience with developing staff working in corporate Education and Training functions to apply adult learning principles and facilitate individual group and organizational learning. This requires a company with a proven track record in this field AND the willingness and ability to customize their curricula and approaches to the unique learning needs of the educators in VISN 6. 3. QUALIFICATIONS The Contractor must have an extensive history and proven track record in providing developmental activities for professional trainers that meet the highest industry standards and that produce results. Contractor must be able and willing to customize their curriculum to meet the general workshop objectives based on discussions with V6 Learning Leaders as well as specific needs of the target audience and to provide appropriate coaching and follow-up activities as indicated to ensure application and skill building. Contractor must have a proven Certification Model for Professional Trainers that is recognized by the Education and Training Industry at large. 4. DUTIES AND TASKS 4.1 CUSTOMIZE CURRICULUM: Contractor shall work with VISN 6 and facility based Designated Learning Officers (DLOs) to assess staff and design a curricula for a three day workshop (two ½ days and one full day) and follow up coaching activities that will best address the performance gaps and learning needs of the target audience. The curriculum shall reflect superior knowledge of the content, skills and tools generally required to meet the workshop objectives as well as the ability to adapt content and learning methods to meet the unique needs of the V6 target audience. Learning activities shall reflect evidence based instructional practices and a balance of experiential and didactic methods (70:30 respectively) that are appropriate to both content and skill levels of participants. Curriculum and learning methods should target Kirkpatrick Evaluation Levels 1-3 with specific emphasis on objectives and related application outcomes. 4.2 CONDUCT WORKSHOP: Contractor shall fulfill all workshop related responsibilities listed below in a complete and timely fashion. oAll logistics within the scope of the contract oPre-work correspondence with PM and participants as indicated oFacilitation and management of the learning event oContractor shall conduct workshop for up to 30 participants. oContractor shall coordinate and conduct all aspects of the training including handouts, workbooks and other performance support tools to supplement F2F training activities. oContractor shall provide evaluation of both the session and individual learner growth. 4.3 POST WORKSHOP FOLLOW-UP: Contractor shall provide unlimited and appropriate coaching and follow-up to ensure application of new skills and behaviors as described in the agreed upon objectives and learning outcomes. Follow-up will be by phone and/or V-tel for up to six months upon completion of workshop. PERFORMANCE STANDARDS ID PERFORMANCE OBJECTIVE QUALITY STANDARDS METHOD OF SURVEILLANCE 1 Customize Curriculum The curriculum will reflect superior knowledge of the content, skills and tools generally required to meet the workshop objectives as well as the ability to adapt content and learning methods to meet the unique needs of the V6 target audience. Apart from the specific deliverables set forth in the contract, the contractor shall deliver to VA all data gathered or created by the contractor in the performance of this contract in a form and manner specified by VA at the expiration of this contract. This does not otherwise restrict VA's right to order additional data. The contractor shall not retain any copy of VA-owned data unless a specific Data Transfer and Use Agreement is subsequently sought and approved in writing by VA. All materials and reports generated during the course of the contract will become the sole property of the VA. Contractor shall also return this VA-owned data to VA as a deliverable at the conclusion of the contract and not retain any copy thereof. Data must be received, gathered, stored, secured, backed up, maintained, used, disclosed and disposed of in accordance with the terms of this contract and applicable federal and VA information confidentiality and security laws, regulations and policies. The Contractor shall provide access to VA-Owned Data to employees, subcontractors, and affiliates only: (1) to the extent necessary to perform the services specified in this Contract, (2) to perform necessary maintenance functions for electronic storage or transmission media necessary for performance of this contract, and (3) only to individuals who first satisfy the same conditions, requirements and restrictions that comparable VA employees must meet in order to have access to the same VA information. These restrictions include the same level of background investigations, where applicable. PROPERTY RIGHTS, CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: The preliminary and final deliverables and all associated working papers, and other material deemed relevant by VA, which have been generated by the Contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the contracting officer at the conclusion of the task order. The Contracting Officer will be the sole authorized official to release verbally or in writing any data, the draft deliverables, the final deliverables, and any other written or printed materials pertaining to this task order. No information shall be released by the Contractor. Any request for information relating to this contract presented to the Contractor shall be submitted to the Contracting Officer for response. Press releases, marketing material or any other printed or electronic documentation related to this project shall not be publicized without the written approval of the Contracting Officer. The Contractor shall not use any of the veteran data for any purpose other than producing the identified project and shall not share the data with any other entity. (VII) Period of Performance -29 Sept 2011 thru 31 May 2012. Worshop to be conducted in Durham, NC, site not yet determined. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun, 2008), applies to this acquisition. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan, 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: the Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All evaluation factors other than Price, when combined, are considered significantly more important than price. The following factors shall be used to evaluate offers: a. Factor I - Technical/Management Approach - Offeror shall submit company's detailed technical approach/methodology for completing all requirements of the Performance Work Statement (PWS). The submission shall include but not limited to: "Copy of existing curriculum and how you plan to customize to meet VISN 6 needs "Personnel Qualifications which must include resumes's "Number of years/experience in providing the required services "Range and types of products and services that reflect application of evidence based learning practices and state of the art knowledge of effective training interventions; must use a practice certification model Professional Trainers that is recognized by the Education and Training Industry at large "Evidence of high client satisfaction and proven results from training interventions b. Factor II - Past Performance Past performance information will be utilized to determine the quality of the contractor's past performance as it relates to the probability of success of the required effort. The Government will evaluate customer satisfaction, responsiveness to customer needs, and past demonstration of meeting delivery schedules and the delivery of quality services. Emphasis will be on recent, relevant past performance in the previous 3 years. Recent is defined as work performed within the last three years. Relevant is defined as work similar in size and scope of the work described in the Performance Work Statement (PWS). Identify all federal, state, and local government contracts as well as any private/commercial contracts of similar scope, size, complexity that are ongoing or have been completed within the last three years List the following information for each contract: "Company Name and address "Types of services performed "Name, telephone number and e-mail address of responsible individuals who have first- hand knowledge of performance relative to the same type of services "Dates of contract performance "Total contract value Past performance information is one indicator of an offeror's ability to perform the contract successfully. Current and relevant information, source of information, context of data, and general trends in Contractor's performance shall be considered as it pertains to the performance of work described in this solicitation. Offerors may provide information on problems encountered on identified contracts and the offeror's corrective action. The Government shall consider this information as well as information obtained from any other sources when evaluating the offeror's past performance. Since the Government may not necessarily interview all of the sources provided by the offerors, it is incumbent upon the offeror to explain the relevance of the data provided. Offerors are reminded that the Government may elect to consider data obtained from other sources. Offerors with no relevant past performance or whom information is not available, shall not be evaluated favorably or unfavorably on past performance, but may be considered less favorably than an offeror with favorable performance history. c. Factor III - Socioeconomic Status and Usage - VA recognizes the contributions of our Nation's veterans, and we strive to make contract awards to small businesses owned by veteran-and service-disabled veterans. In an effort to achieve socioeconomic small business goals, VA will evaluate offerors based on their service-disabled veteran-owned small business (SDVOSB) or veteran-owned small business (VOSB) status, and their proposed use of eligible service-disabled veteran-owned small businesses and veteran-owned small businesses as subcontractors. Eligible service-disabled veteran-owned offerors will receive full credit, and offerors qualifying as veteran-owned small businesses will receive partial credit for this Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status evaluation factor. To receive evaluation credit, an offer or must be verified in VetBiz.gov Vendor Information Pages (http://www.VetBiz.gov). Non-veteran offerors proposing to use service-disabled veteran-owned small businesses or veteran-owned small businesses as subcontractors in proportions which meet or exceed the VA subcontracting goals for these firms (regardless of business size) will receive the lowest amount of credit under this evaluation factor. Offerors must state in their proposals the names of the SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be verified in the VetBiz.gov Vendor Information Pages (VIP) (http://www.vetbiz.gov).Non-veteran offerors which use no service-disabled veteran-owned or veteran-owned small businesses as subcontractors shall receive no credit under this evaluation factor. d. Factor IV- Price (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (April 2011), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun, 2010), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Apr, 2011) applies to this acquisition.
