Description
This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government intends to award on a sole source basis a firm fixed price (FFP) contract to Kollsman, Incorporated, 220 Daniel Webster Highway, Merrimack, NH 03054-4844.This addendum is being issued to increase CLIN 0001 by 12 NTSU and add 36 Color Multi-Functional Displays (CMFDs). This procurement will be delivered FOB Destination: NSWC Crane, 300 Hwy 361, Crane, IN 47522. Delivery of one unit is required to commence one year from effective date of the contract/delivery order with subsequent deliveries of at least two units every month thereafter. Inspection and acceptance will take place at destination by the Government. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the restriction is that only Kollsman and IAI/TAMAM are qualified to provide and upgrade this system, and that the Government does not possess the technical documentation nor the data rights to develop a technical package that would allow for a competitive procurement. A solicitation shall be posted to the internet. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
