Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. A12PS0002 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-53. The associated North American Industrial Classification System (NAICS) code for this procurement is 561110 with a small business size standard of $7.0 Million. This acquisition is an Indian Economic Enterprise Set-Aside. NOTICE OF INDIAN ECONOMIC ENTERPRISE SET-ASIDE Pursuant to 25 U.S.C. 47 preference will be granted to those offers submitted in response to this solicitation from eligible Indian economic enterprises. Offers received from enterprises that are not eligible Indian economic enterprises will be considered if reasonable, responsive offers are not received from eligible Indian economic enterprises. Indian Economic Enterprise means (i) any business activity owned by an Indian or an Indian Tribe that is established for the purpose of profit provided that such Indian or Indian Tribe ownership shall constitute not less than 51 percent of the enterprise, and that the Indian or Indian Tribe shall receive a majority of the earnings from the contract, to include entities established pursuant to the Native Claims Settlement Act, 43 USC 1601 and 43 USC 1626(e)(1) and (2); and (ii) the management and daily business operations of an eligible Indian economic enterprise must be controlled by one or more individuals who are members of an Indian Tribe. The individuals must possess requisite management or technical capabilities directly related to the primary industry in which the firm conducts business. The enterprise must meet these requirements throughout these time periods: (1) At the time an offer is made in response to a written solicitation; (2) at the time of contract award; and (3) during the full term of the contract. Indian Tribe means an Indian Tribe, band, nation, or other recognized group or community which is recognized as eligible for the special programs and services provided by the United States to Indians because of their status as Indians, including any Alaska Native village, urban, or corporation pursuant to the Alaska Native Claims Settlement Act (PL 92-203, 85 Stat. 688; 43 USC 1601). (End of clause) Haskell Indian Nations University is seeking a contractor to perform as an administrative assistant within the Academic Affairs Division for Haskell Indian Nations University. General functions are included in the Statement of Work. NOTE: For a copy of the Scope of Work, please e-mail susan.sutton@bia.gov no later than 7 October 2011. Qualified contractors are requested to provide the following as part of their proposal: 1. A cost proposal for the period beginning November 2011 through 30 Sep 2012 and three one year options for the period 1 Oct 12 to 30 Sep 15. 2. Evidence of contractor's experience working on similar projects. 3. Contractor's academic credentials. 4. Contractor's experience with Indian post-secondary education, if any. 6. Letters of support and/or references from contractor's previous clients and/or contracts, including current contact information. In addition to the above, an original signed and dated quote, accompanied with contractor's DUN number, and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items, mailed to the Bureau of Indian Affairs, Eastern Region Office, Division of Acquisition, Attention: Susan Sutton, 545 Marriot DR, STE 700, Nashville TN 37214 or by email to susan.sutton@bia.gov by close of business, Central Daylight Time, October 8th, 2011.
