- Determination & Finding for Sole Source This notice is being provided in accordance with FAR 8.405-6, the Department of Labor, Employment and Training Administration, Office of Contracts Management intends to award a sole-source Firm Fixed Priced Task Order to R. Navarro and Associates, Inc. for six months. This Task Order will be issued against their GSA Schedule Contract Number GS23F0038N. This sole source task order will provide finalization of services to ETA, in association with the Office of Chief Financial Office, for close out of the FY 2011 general ledger to include: financial statements, audits, Unemployment Insurance Trust Fund reconciliations, financial supports, and other related year-end services. The anticipated award date is September 30, 2011. The Determination and Findings is attached. The U.S. Department of Labor has conducted a competition on e-Buy which will result in 3 BPA awards for services. This six month extension is intended to bridge the gap between the expiring vehicle and new BPA vehicles. Therefore, an award to any other source for completion of this work when the Department of Labor's current contract with R. Navarro expires on October 11, 2011 would result in duplication of cost to the government and also result in unacceptable delays in fulfilling the Governments requirements. This notice is neither a request for competitive proposals nor a solicitation of offers.
