Description
This posting constitutes the Department of Veterans Affairs, San Antonio VA Healthcare System (STVHCS) notice of intent to sole sources to Terumo Cardiovascular Systems. The purpose of this requirement is to provide preventative maintenance and repairs on Terumo perfusion equipment owned by the VA. The vendor will supply all preventative maintenance kits and parts. Terumo Cardiovascular is the only source for maintenance and software support of the existing equipment and has no other authorized vendors certified to perform the requested services and new OEM parts for these units. Software and passwords needed to install the necessary parts are proprietary to Terumo Cardiovascular and cannot be used or duplicated by other vendors. Terumo Cardiovascular is the only known sources that can satisfy the government's requirement. STVHCS does not have the required skill set to maintain this equipment. Although the manufacturer offers a biomedical maintenance course, the associated cost s of the course, the number of technicians that would be required to attend the course due to the criticality of the equipment, and the costs of parts and supplies required for preventative maintenance and calibration of the equipment, make contract coverage a much more economical choice. A maintenance agreement is required for OEM technical support in order to sustain and to maintain continuous optimal performance of the equipment for complicated, cardiothoracic surgical cases as well as achieving expedient repair of the equipment during those compromising surgeries. Failure to procure this agreement would result in multiple one-time services for technical support and potential risks to the lives of patients undergoing cardiothoracic surgeries. The applicable NAICS Code is 811219. This notice of intent is not a request for quotation or solicitation of offers. Reponses must be reviewed within (2) calendar days of this notice via email to Allison.Cox-Rudick@va.gov. A determination by the Government not to compete this requirement, up receipt of responses to this notice is solely within the discretion of the Government. There will be no solicitation available.
