- Solicitation, SOW, Line items This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The Solicitation Number is FA6606-11-T-0002, Request for Quote. The North American Industry Classification System (NAICS) Code is 541380; size standard is $12M. This acquisition is reserved for Small Business concerns. The Government anticipates award of a firm fixed price contact. Presently funds are not available therefore; award is subject to the availability of funds. Westover ARB requires annual testing to be conducted on all routine waste streams for the purpose of RCRA characterization. 1. Collect, perform requested tests, and report data. See attached listing of required sampling This requirement consists of furnishing all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to complete analytical in accordance with but not limited to the statement of work. This requirement must comply with all the requirements set forth by the Department of Defense (DOD), Air Force (AF), Environmental Protection Agency (EPA), Department of Environmental Protection (DEP), federal, state, and local regulations. Proposals will be evaluated on a lowest price basis, and quotes should be sufficiently detailed in order to make that determination. Please see attached document for details of requirements. All quotes will be considered. To quote please provide a price for each analyses described on the line item listing. The Government anticipates a firm fixed price, single award contract from this solicitation. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register with the Online Representations and Certifications Application (ORCA) website. Offers shall be submitted NO LATER THAN 12:00 PM, 10 October 2011, to the Westover Air Reserve Base Contracting Office, ATTN: Dawn Whelan, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA 01022.
