Sources Sought Announcement: W5J9LE-11-SS-0014 Site-Adapt Construction - New Campus for Afghanistan National Police (ANP) This announcement is a Request for Information (RFI) only. The United States Army Corps of Engineers, Transatlantic South, Kandahar Air Field, Afghanistan (USACE-TAS), is seeking preliminary marketing information from capable and reliable sources. The proposed requirement is perform Site-Adaptation methodology to provide, site and utility construction, general building construction, and general environmental working including but not limited to incidental minor construction, excavation, plumbing, demolition, electrical / structural / mechanical / concrete work for/a new campus for the Afghan National Police (ANP). Interested contractors must consider the following requirements: A. Site Location: approximately 25 miles south of Kandahar Air Field B. Master Plan, design & tie-in water / waste water / electrical infrastructure for about 700 personnel; the tie-in point is approximately 800 meters due east. C. The Contractor may be required to coordinate the efforts required with at least one other contractor at the site. D. The magnitude of construction is between $10,000,000 and $25,000,000. The Government is considering the use of Sealed Bidding (FAR Part 14) procedures that would use an Invitation for Bid (IFB) solicitation type for these projects. This is a departure from the typical Request for Proposal (RFP) acquisition method used in Afghanistan for this type and size of project. When using sealed bidding procedures, award will be made to the low bidder that is determined responsible and eligible for award using FAR 9.1 procedures. Bidders will be required to furnish with their bid a bid guarantee in the form of a firm commitment, e.g. bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The awardee will be required to submit performance and payment bonds (or other acceptable security as discussed above for the bid guarantee). This effort is classified through the North American Industry Classification System (NAICS) under 236220, Commercial and Institutional Building Construction. Respondents are asked to provide a Statement of Capabilities and also, responses to each of the questions below. The requested information is for planning purposes, and does not constitute a commitment, implied or otherwise, that a contract procurement action will be issued. However, USACE-TAS will utilize the information for technical and acquisition planning. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. It is not the intent of USACE-TAS to reimburse providers for the cost of submitting information in response to this RFI. The Government will not return pictures, documents, graphs and or other requested information. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement. No solicitation exists; therefore, do not request a copy of a solicitation. Interested offerors must address the requirements of this RFI in a written form as described in the previous paragraphs by electronic mail to: Richard.D.Horton@usace.army.mil with a courtesy copy to TAS.Contracting@usace.army.mil, no later than 5:00 PM Kandahar, Afghanistan local time on 9 October 2011. Respondents must demonstrate knowledge and expertise providing the services identified above in an OCONUS (Outside the Continental United States) theater. Responses must reference the request for information, and contain the respondents commercial and government entity (CAGE) code, if available. 1) Company name, company mailing address, point of contact, telephone number, e-mail address, Commercial and Government Entity (CAGE) Code, and size of your organization (i.e. Large Business, Small Business) using as the basis for your response. 2) Provide your ability to perform the services outlined above. 3) Is your company a foreign-owned/foreign-controlled firm? 4) Number of personnel employed by your firm? 5) Provide a copy of your firms AISA license. 6) Provide detailed information on a minimum of two (2) contracts for similar work within the past three (3) years. Include complete references, contract titles, and dollar values, points of contact, email addresses, and telephone numbers. Contracts worked for USACE are preferred, if applicable. Additionally, please respond to the following questions as it pertains to sealed bidding procedures: 7) Is your firm willing to bid on projects advertised as an Invitation for Bid (IFB) using Sealed Bidding procedures? 8) If given the choice (IFB or RFP), which acquisition method would you prefer and why? If the method has no impact on you providing a proposal or bid, please state that you have no preference. 9) If performance and payment bonds were required for an IFB, would that impact your decision to submit a bid on a project? And if so, why? 10) What percent of surety have you provided in the past in Afghanistan (Choose one)? a.0 b. 10c. 20 d. more than 20 e.N/A (firm has not performed work in Afghanistan) 11) Can your firm obtain up to 30% payment and performance bonding for complex and large magnitude projects in Afghanistan?
