Description
Brand Name Justification for Documentation UMT Project Financial Server and UMT Workflow Designer Signed Sole Source Justification and Approval The Department of Education, Federal Student Aid (the Department), intends to award on a sole source basis to UMT Consulting located at 99 Wall Street, Ste. 1300, New York, NY 10005-4301. This procurement is being conducted utilizing Simplified Acquisition Procedures under the authority of FAR 13.5, Commercial Test Program- only one responsible source and no other supplies or services will satisfy agency requirements. UMT is the only vendor from which to purchase Workflow Designer in the U.S.. Additionally, as the developer and publisher of the software, UMT has unique capabilities to provide services around implementing and deploying it. While UMT has a small partner program, there have been no partner members that have implemented MS Project Server 2010 with Project Financial Server and UMT Workflow Designer. The Department intends to award a Purchase Order with a total value of $977,833.66 for a one- year base award with two nine-month optional tasks and two one-year optional CLINS. Interested organizations may submit their capabilities and qualifications to perform this effort. Submissions must be in writing and submitted to the Contracting Officer, Consuela Ginn (Consuela.Ginn@ed.gov) by no later than September 27, 2011 at 11:00 a.m. EST. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Proposal (RFP). Oral communications are not acceptable in response to this notice.
