Description
This is an amendment to provide answers to requested questions 1.When is the proposal due? The solicitation documentation contains dates of 9/27/2011 and 9/28/2011. Answer: Solicitation close date is 9/28/2011 2:00pm 2.Are scale drawings for the existing buildings available and will they be provided to the successful bidder? If electronic files are available - what software and version are they in? Answer: VA will provide the most current electronic drawing files in AutoCad and current fire and smoke barrier wall arrangements 3.We understand that buildings 2, 4, 21 and 42 are the occupancies that require a JCAHO Statement of Condition and that buildings 3, 6, 7 & 11 do not. Please provide a brief description of the use of buildings 3, 6, 7 & 11 (i.e. office, conference center, library, maintenance building etc.). Answer: Bldg 2,4,21,42 Health care and Ambulatory Healthcare: Bldg: 3,6,7,11 Patient care in business occupancy buildings 4.Please indicate the number of stories for each building to be inspected. Answer: Bldg. 2 - 6 floors plus penthouse Bldg. 3 - 5 floors plus penthouse Bldg. 4 - 5 floors plus penthouse Bldg. 6 - 2 floors Bldg. 7 - 1 floor Bldg. 11 - 2 floors Bldg. 21 - 3 floors plus penthouse Bldg. 42 - 3 floors 5.Please provide a copy of VA Standard FPS-1 or point to where it is available. Answer: FPS-1 Qualification for FPE QUALIFICATIONS: The FPE shall have each of the following qualifications: 2.1A licensed professional engineer who:. A Has a degree in fire protection engineering or B Has passed the principles and practices examination in fire protection engineering or CMaintains a current license in fire protection engineering. 2.2Two years of experience in application and interpretation of National Fire Protection Association (NFPA) Codes and Standards and the model building codes. 2.3Two years of experience in the design/review of automatic sprinkler and fire alarm systems, including: AAutomatic sprinkler and fire alarm system shop drawings. B.Automatic sprinkler system hydraulic calculations. C.Application and interpretation of NFPA 1, 10, 13, 14, 20, 24, 30, 45, 72, 75, 82, 90A, 99, 101, 220 and 241. 2.4Two years experience in the design of health care facilities. 2.5Two years experience in acceptance tests of fire protection systems. Included is the Original Combined Synopsis Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). GENERAL REQIREMENTS The Salisbury VAMC requires contractor to prepare the following: 1.2011 JCAHO Statement of Condition For Buildings 2,4,21,42. 2.Conduct NFPA 101 Life Safety Code survey for buildings 3,6,7,11. Survey to determine compliance with both the 2000 and 2009 editions of the NFPA 101 Life Safety Code. Contractor shall provide the following: "Provide recommendations for the appropriate occupancy classification for each section of each building "Evaluate the existing fire and smoke barrier walls and proved recommendations to decommission walls and cross corridor doors that are no longer required "Conduct a random survey of fire and smoke barrier walls above the accessible ceilings "On redlined drawings denote wall deficiencies for future repair. "Identify and document deviations from NFPA 101 so future correction can be handled by the Salisbury VAMC staff and Plans for Improvement ( PIV) can be developed. "Provide follow up technical support "Provide and exit conference with engineering to discuss trends and findings. "Provide AutoCAD drawings showing the locations fire extinguishers and or exit signs located during the building survey "Prepare and conduct an onsite educational session highlighting the features of the NFPA 101, Life Safety Code - 2009 edition Contractor Requirements Contractor shall comply with all applicable licensing and regulatory requirements as stated below: "Certified Fire Protection and Safety Engineer in accordance with VA standard FPS-1. Contractor shall provide the following: "Three draft copies of the Statement of Condition report for review. "Complete all draft documentation within 30 days of site survey. Paragraph (a) is hereby completed as follows: the Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers a)GO/NO GO: Contractor shall be a certified Fire Protection and Safety Engineer in accordance with VA standard FPS-1. b) Technical. c) past performance. D) price. All evaluation factors other than Price, when combined, are considered significantly more important than price.
