- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. In accordance with Federal Acquisition Regulation (FAR) 5.101, this is a notice of intent to award a firm-fixed price sole source award for the purchase of a Detection Analysis Receiving Technology (DART) system with associate software and hardware from SystemWare Incorporated (SWI), of 6835 Deerpath Road, Suite 2, Elkridge, MD 21075. This purchase shall fall under the authority of 41 USC 253(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Diplomatic Security (DS) currently utilizes the DART systems and wants to procure an additional DART system to increase its current inventory to provide global technical security support for the Construction Security Certification Program. SWI developed hardware and software products are available only to the US Government. SWI continues to improve the DART system features based on customer feedback and recommendations from the other Government agencies. This year, SWI upgraded its DART system with a removable hard drive, high definition television tuner and electromagnetic interference treated cooling fan dust filters. The technical quality and functionality of the DART system not only meets all CAT's requirements, but SWI continues to lead with their demonstrated subject matter expertise while providing tailored training, advice and assistance to its customers. SWI services and products not only will continue to benefit CAT, but also provides new capabilities with a quality not available on the current market. There are no other platforms on the market that meets CAT's requirements at this time. SWI is the sole provider of the DART systems and is the only organization authorized to provide upgrades, maintenance and repair for these systems without violation of warranty, equipment damage, or performance degradation from unauthorized components and software. Based on the proprietary rights for the technologies, advanced design methodologies and source code, no other company can legally produce or supply this product. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
