- Notice of Intent to Sole Source Requirement Number: 0010064008 On behalf of the Office of the Assistant Secretary of the Army-Manpower & Reserve Affairs (OASA MPR & RES AFFAIRS), the Army Contracting Command-National Capital Region (ACC-NCR) intends to award a sole source award to the Advertising Council Corporation (Ad Council). The Ad Council is addressed at 815 Second Avenue (10th Floor), New York, NY, 10017-4500. The contractor shall provide all personnel, equipment, supplies, facilities, materials, supervision, and other items and non-personal services necessary to perform public service campaign (Boost) as defined in this Performance Work Statement, except for those items specified as Government furnished property and services. Moreover, the contractor shall deliver a campaign developed from a solid research base, using a variety of qualitative and quantitative research methodologies to uncover key consumer insights, facts and information which inspire creative brief-the roadmap for developing compelling, motivating, single-minded communications. This notice of intent is not a request for competitive proposals. However, firms, companies or agencies may show their interest and/or capability by submitting a requirement response or proposal. Furthermore, all proposals received within five (5) days after date of publication (NLT 26 September, 2011 5:00 pm EST) of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The statutory authority which permits "other than full and open competition" is 41 U.S.C 253(c) (1) as cited in FAR 6.302-1: "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
