- WMATA Blanket RRP Application Technical Specifications RFP The Washington Metropolitan Area Transit Authority (WMATA) seeks to procure three (3) De-Icer Flat Cars also referred to as "De-Icer." The De-Icer shall be used to scrape and thaw ice and snow from the top surface of the WMATA contact rail (750 Vdc) using a combination of a scraper and a de-icing agent. This solicitation contains a 3 (%) percent Disadvantage Business Enterprise (DBE) goal for transportation. Your proposal must be received with all required submittals as stated in the RFP, no later than 2:00PM, October 26, 2011, at WMATA's Office of Procurement and Materials, 600 Fifth Street, NW, Room 3C-02, Washington, DC 20001-2651.
