- NASA/LaRC has a requirement for a limited study of the current data sets availablefrom the web applications from NASAs Prediction Of Worldwide renewable Energy Resource(POWER). POWER has maintained and improved web based application tools that provideengineers, architects, financial advisors and other industry professionals access toenvironmental data sets on a global basis tailored to the energy sector and in particularthe renewable energy technology sector including solar energy.The data sets arespecifically tailored for the usage in this industry using data from NASA research. These data sets have been used with decision support tools by industry, governments andeducators worldwide technologies to evaluate projects using renewable energytechnologies.NASA/LaRC intends to purchase this study from The Brattle Group, Cambridge, MA. TheBrattle Group is uniquely qualified to evaluate the economic value of the NASA webapplication tools that support the global renewable energy industry. The Brattle Groupsteam has conducted a significant number of economic assessments of investments in variousenergy resources and other capital-intensive projects.The meteorological and solar datamade available by NASA result from significant investments, and thus Brattlesexperiences in assessing the economic impact of other investments are directly applicableto NASAs current analytical needs. The economic analyses that The Brattle Group hasconducted included assessments of the impacts associated with the integration renewableresources into the power grid, part of which NASAs data is a significant ingredient. Many of The Brattle team have worked with European regulatory entities and clients indeveloping nations. They also have completed projects for the USAID. The NASA webapplication is used extensively by international parties and NASA has contributed ofprojects to benefit developing nations of which the USAID is a part. The Brattlesteams experience with the international community uniquely qualifies it to assess theeconomic value of the NASA work for both the US and international community. For thesereasons, it is in the best interest of the government to purchase the services describedherein from The Brattle Group.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:30 p.m. local timeon September 29, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
