Description
NASA/ARC has a requirement for payload integration and launch accommodations forthree very small satellites (PhoneSats), which will be launched on the initial Taurus IItest launch for NASAs Commercial Orbital Transportation Services (COTS) program. TheTaurus II is a two stage, medium class launch vehicle privately developed by OrbitalSciences Corporation to demonstrate lower-cost COTS launches, as well as future NASAscience and exploration, and commercial and national security space missions. OrbitalSciences has a Space Act Agreement with NASA under the COTS program, to develop andqualify its vehicles for eventual cargo missions for the commercial resupply theInternational Space Station. The initial Taurus II demonstration and qualificationmission is currently scheduled for December 23, 2011 from the Mid-Atlantic RegionalSpaceport at Wallops Island, a commercial space launch facility located at the southerntip of NASAs Wallops Flight Facility. NASA/ARC intends to purchase the payload integration and launch accommodations servicesfrom Spaceflight Services Inc. of Tukwila, WA. under the authority of Section 4202 of theClinger-Cohen Act of 1996 and FAR 13.501(a)(1)(ii), for an acquisition of supplies andservices under the authority of the test program for commercial items.SpaceflightServices is the Taurus II missions secondary payload integrator, and no other companyhas the approval of Orbital Sciences to perform payload integration on the Taurus II.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 1:00 p.m. Pacifictime on October 11, 2011. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
