Description
The Mission and Installation Contracting Command (MICC) Center - Fort Sam Houston (FSH) intends to issue a solicitation for Full Food Service (FFS) for the U.S. Army at Fort Polk, Louisiana. Fort Polk deploys combat units and serves as a training post for units preparing to deploy to fight the nation's wars. They are home to the Joint Readiness Training Center (JRTC); the 4th Brigade, 10th Mountain Division; the 162nd Infantry Brigade; the 1st Maneuver Enhancement Brigade; and the Bayne-Jones Army Community Hospital. Currently, Fort Polk is providing contingency training for the Army's light infantry and special operations forces and is deploying soldiers in support of ongoing military operations. Fort Polk has a requirement for FFS at five contractor operated dining facilities (buildings 7303A, 8009, 8239, 8403 and 8538), and two food production kitchens (currently unnumbered) in support of Fort Polk's Directorate of Logistics. These services shall include but are not limited to; dining facility operations, requisitioning, receiving and storing subsistence, preparing and serving meals, sanitation, housekeeping, and minor operator maintenance on Government Furnished Equipment (GFE). Fort Polk's food service program supports other unique requirements such as remote site feedings for field exercise. In addition to regular meals served, Meals Ready to Eat and box lunches are also required. This is a follow-on requirement. The current Fort Polk FFS contract is W9124E-06-D-0003. The designated NAICS Code is 722310, Food Service Contractors, with a size standard of $35.5 million. This acquisition will be a HUBZone set-aside. Preference may be given to the State Licensing Agency (SLA), Louisiana, under the statutory priority of the Randolph- Sheppard Act. The contract type is FFP Single Award IDIQ. The Government anticipates a contract length of a 12 month base period and four (4) one-year option periods. The solicitation and resultant contract will contain FAR 52.217-8, Extension of Services, which will be evaluated as part of the contract. However, the extension period is not reflected in the period of performance. The solicitation will be issued as a Request for Proposal (RFP) utilizing FAR Part 15, Lowest Price Technically Acceptable (LPTA). The Government anticipates release of the solicitation on or about 17 October 2011, with a projected closing date of 16 November 2011. These are projected dates and are subject to change. This solicitation and all amendments will be issued to Federal Business Opportunities Website (FedBizOpps) at https://www.fbo.gov/. Offerors are required to check the above websites daily to be notified of any changes to the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. A pre-proposal conference and site visit will be held at Fort Polk, LA. The date and time will be provided in the solicitation, or subsequent amendments. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation.
