- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. ASOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Please note, this requirement is changed. This requirement will be satisfied by issuing a sole source GSA order. This notice is to satisfy the requirements of FAR Part 5 for open market incidental items to be added to the GSA order. The Department of the Navy Space and Naval Warfare Systems Center, Atlantic, (SSC LANT) in Charleston, SC intends to acquire, on a sole source basis, supplies to expand the existing AN/URC-146 High Frequency (HF) Shipboard Automatic Link Establishment (ALE) Radio (HFSAR) system. This action is necessary to ensure proper connectivity to the existing audio communications system onboard L-Class US Navy ships. The NAICS Code is 334220 and the Small Business Size Standard in Number of Employees is 750. This acquisition is anticipated to result in a Firm-Fixed-Price contract. The proposed sole source contractor, Harris Corporation, is the Original Equipment Manufacturer (OEM) for the AN/URC-146 HFSAR system which is a Harris-designed and manufactured proprietary radio system FAR 6.302-1. This acquisition is based on the determination that the Government's need can best be satisfied by supplies available from only one source. This notice is not a request for competitive proposals. Responsible sources may identify their interest and capability to provide this service by responding in writing to our office no later than 4 October 2011 at 12:00PM EST. The Contract Negotiator for this requirement is Matthew G. Hudson who may be reached via email at matthew.g.hudson@navy.mil. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. No telephone requests will be accepted.
