- The Department of Veterans Affairs Medical Center, Augusta GA contemplates negotiation of a sole source procurement with the University of Illinois, Department of Bioengineering, 506 S. Wright St, Urbana IL 61820, and the Department of Veterans Affairs, 1670 Clairmont Rd, Decatur GA for the continuation of research for retinal and transcorneal stimulation. The project centers on efforts to develop a non-invasive method to treat blinding diseases such as age related macular degeneration (AMD) and retinitis pigmentosa (RP). Experiments will be performed to 1) determine the critical parameters of transcorneal electrical stimulation (TES) as assessed by retinal function; and 2) determine if TES delays functional vision loss as measured behaviorally. The University will analyze the low amplitude ERG data from three (3) experiments using custom software and provide the results to the Decatur VA. Experiments will be repeated until the critical parameters of TES are determined and optimization of the TES units is obtained. The University will be available for phone consultations to discuss the data and determine the best ways to optimize the parameters to produce better outcomes. The University will assist with the writing of a publication from the results of the research. The period of performance will be December 15, 2011 through December 14, 2012 with one (1) option year. The NAICS code for this procurement is 541711 with a standard size of 500 employees. This Notice of Intent is NOT a request for competitive proposals. However, the Government will consider all proposals received within 10 days after publication of this synopsis. Interested parties may identify their interest and capability by submitting literature detailing how their product/services meet VA requirements to the contract specialist or by fax at 478-274-5588. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based on responses received is solely within the discretion of the Government.
