- JOFOC Environmental Monitoring AMENDMENT #1: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY - SEE ATTACHED JOFOC. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13.5. It is the intent of the National Institutes of Health (NIH) National Library of Medicine (NLM) under the authority of FAR6.302-1 to procure professional services on a sole source basis from Siemens Building Technologies for maintenance and calibration of currently installed environmental monitoring systems for the NLM. The North American Industry Classification System Code is 334512 and the business size standard is 500. This is not a 100% small business set-aside. The anticipated period of performance shall be September 1, 2011 to August 31, 2012 with four (4) additional one-year option periods. The place of performance will include NIH and offsite (including contractor facility). TASKS The Contractor shall provide for the System at NLM (Building 38): (1) annual Apogee software updates; (2) annual Apogee documentation updates; (3) Apogee graphic back-ups; (4) software consultation; (5) calibration services shall be provided annually and the corrosive metal coupons within the corrosion sensors will be replaced once a year; and (6) at the storage facility at 301 N. Stone Street, Siemens Building Technologies will provide complete remote monitoring of the environment temperature, humidity, and water detector sensors. The scope of the work includes the following equipment: Building 38 7 - Corrosion Sensors 20 - Humidity Sensors 20 - Temperature Sensors 1 - Workstation 1 - Integrated software (Infocenter) All sensors associated with Air Handling Units 1, 2, 6, & 8 301 N. Stone Street, Suite 109E 2 - Temperature 2 - Humidity 3 - Water Detectors SOLE SOURCE JUSTIFICATION Siemens Building Technologies has been identified as having the requisite experience, knowledge and skills to perform the work as the monitoring and temperature control equipment is built on a Siemens platform system. Siemens is the sole provider of Building Systems Monitoring and Control at NIH's Bethesda campus. NLM requires facility environmental information as well as instrumentation annual calibration of the devices that are installed and operated by Siemens. As such, the NLM must utilize the services of Siemens systems to access this information; and since the devices are owned and operated by Siemens, the company will have to calibrate them. The current system installed that requires maintenance is an OPC server tied to the Siemens central system. The OPC server is on a closed network (Fac net) which is controlled by NIH's Office of Research Facilities and managed by Siemens Industry. NLM uses this system to import data into a Computer Aided Facility Management (CAFM) software. Due to the IT infrastructure and its security requirements, NLM can only access the data and maintain and calibrate the system through Siemens Building Technologies who performs the maintenance/calibration as well as resolve any IT communication and data transfer issues. This is not a Request for Quotation (RFQ), nor is a RFQ available; however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 3:00 PM EST on Friday, July 29, 2011. Proposals must include pricing information and should reference Synopsis No. NLM-11-035/SRE and should be submitted to sheila.edmonds@nih.gov.
