Description
Limited Source Justification The required services are for centralized copier lease and maintenance for the Network Enterprise Center (NEC) in support of the Fort Hood Installation. The initial contract with options was awarded to Canon with a base period of performance beginning on 01 October 2007 and the final option period ending on 30 September 2010. Following the completion of the last option period the Government exercised a 6-month extension for $800,000 to cover the period of performance from 01 Oct 2010 to 31 March 2011 supported by an approved LSJ by the MICC Special Competition Advocate (SCA). This extension was exercised to prevent a break in service until the decentralization process could be completed via an enterprise-wide solution to be developed by the 7th Signal Command. This process was originally expected to be completed by 1 April 2011. When this did not occur, the Government extended the contract for an additional 6 months, 1 April to 30 September 2011, for $930,000, which was also supported by an approved LSJ by the MICC SCA. At the time award of the enterprise-wide solution was anticipated for the summer of 2011. However, 7th Signal Command continues to experience delay, and it is unknown when the enterprise-wide solution will be available. Our customers cannot continue to extend the lease of aging copiers to wait for the enterprise-wide contract to be awarded. The contractor is also extremely concerned with the life expectancy of some of these copiers and is very reluctant to extend this contract further, however, understands the circumstances. Because we cannot indefinitely wait for an Enterprise Solution to be awarded, MCC MCO Fort Hood is processing a competitive solicitation for copier services and anticipates award by 1 February 2012. Therefore, in order to avoid a break in service, the current contract needs to be extended for 4-months for the period of 1 Oct 2011 through 31 January 2012 (valued at $619,002.96). In the event award cannot be made within this time period, two one-month options will be included with this extension. The value for all six months is $928,504.44.
