- LOCAL HAY for horses and mules (30 tons): Hay may contain any combination of local grass, orchard grass, timothy or alfalfa, but bales shall not contain more than 25% alfalfa or more than 50% timothy per bale. Total quantity to be delivered is 1200 bales, averaging 50 lbs each. Hay must be dry; free of dust or mold; contain minimal weed seeds (particularly knapweed and rush skeletonweed); and contain no clopyralid. DELIVERY: Due to storage constraints, we cannot take delivery of the entire order at one time. Exact delivery dates and quantities may be adjusted for the mutual benefit of the NPS and contractor, but in general we want three deliveries of approximately equal amounts: Late fall (to occur after award but before 11/15/11); spring (between 2/15/12 and 3/31/12); and summer (between 6/1/12 and 9/1/12). Delivery address is 7280 Ranger Station Road, Marblemount WA 98267. SOLICITATION DETAILS: This is a best value procurement set-aside for small business concerns. The NAICS code for this project is 424910. If the seller is a hay farmer, the small business size standard is $0.75 million, average annual gross receipts for the past three years; however the small business size standard for a broker or reseller is 500 employees. All offerors must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov prior to the RFQ closing date. The Government reserves the right to cancel this Request for Quotations. This Request for Quotation has been made available electronically to comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), that requires contracting officers to disseminate information on proposed contract actions for proposed contract actions that may exceed $10,000, but are not expected to exceed $25,000, by displaying in a public place, or by any appropriate electronic means. Due to the limited number of public places for posting at North Cascades National Park, and the remote locations and accessibility of field sites, electronic posting is utilized to comply with the public posting requirement and to promote competition to the maximum extent practical.
