- THIS IS NOT A REQUEST FOR PROPOSALS USAID/Guatemala has the intention of competing a Cost-plus-fixed-fee Contract in order to carry out the Security and Justice Sector Reform Project. The purpose of this Security and Justice Sector Reform Project (SJSRP) is to advance U.S. Government and Government of Guatemala priorities related to the implementation of the 2009 Framework Law of the National Security System, the National Agreement for the Advancement of Security and Justice, strategic plans of select civilian justice and security institutions, and the implementation and enforcement of security and justice legislation, to the effect of overcoming the factors that keep these institutions weak and susceptible to corruption. This SJSRP will establish conditions for obtaining the following: 1) Greater state capacity to manage security and justice administration; a. Establish an adequate career system for the National Civilian Police b. Strengthen Financial Management Systems for Security and Justice Sector Institutions c. Improve Management and Administration of Security and Justice Sector Institutions 2) Greater state capacity to provide security and justice for citizens; a. Improve performance, efficiency and accountability of Security and Justice Sector Institutions 3) Greater civil society oversight of public and private security services a. Strengthen advocacy and oversight of non-governmental actors to increase accountability and transparency of Security and Justice Sector Institutions For the purpose of contributing to this, the Project will have a robust cross-cutting component on communications, public outreach and social marketing. This Project will build upon results obtained in USAID-supported rule of law projects to date and will coordinate closely with other USAID and US Government activities, particularly USAID's Crime Prevention Project and justice and security funded activities supported by the Narcotics Affairs Section (NAS). Activities will be aligned with USAID/Guatemala's draft Country Development Cooperation Strategy (CDCS) which includes an emphasis on improving citizen security. The Project will have a base period of three years and an option period of two years.
