Description
Description:The US Army Corps of Engineers (USACE), Philadelphia District, intends to initiate a Request for Quote (RFQ) procurement action and award a firm fixed price Purchase Order to obtain contract drilling services. Consisting of drilling test borings in order to obtain sediment and rock core samples in selected locations along the Delaware River Channel. The channel depth in the work area is approximately 40 feet where the tide varies from approximately 0 to 6 feet above the mean lower low water level. Drilling shall take place at approximately 30 locations between Station 95+000 and Station 150+000. All borings shall be advanced to a depth of 15 feet below the channel bottom. The recovery of SPT samples and rock cores is required. All work is to be performed by use of a jack-up barge; the use of spud barges or otherwise anchored floating plant on the surface of the water shall not be permitted under this contract. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations. The Government will award a Firm Fixed-Purchase Order resulting from this solicitation to the offeror whose offer, conforming to the solicitation, is the lowest price, technically acceptable quote. An award is expected to result from selection of the technically acceptable quote with the lowest price. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each quote should be submitted from the offeror's most favorable technical and price standpoints. Quotes will be reviewed for completeness and evaluated for acceptability against the evaluation factors: Equipment, Past Experience, Qualifications/Certifications, Scheduling, Past Performance, and Price. Price is more important than non-cost factors, however, non-cost factors are still significant to award. Solicitation number W912BU-11-T-0066 will be issued on or about 5 October 2011 with responses due by 01:30PM 13 OCT 2011. The period of performance is approximately 30 calendar days from Notice To Proceed. Instructions for submission will be included in the solicitation. Electronic submissions may be accepted. If electronic submissions are authorized the only electronic method of accepting quotes will be via e-mail; no facsimile submissions are authorized. Quotations submitted by other than electronic means should be marked "DO NOT open in mailroom" and delivered to the Edward A. Hard copies will not be available. Written or fax requests will not be accepted. Contractors may download the solicitation (including any drawings) and any amendments via the FedBizOpps web site, www.fbo.gov, on (or after) the RFQ issue date. The official media of distribution for the Request for Quest (RFQ) is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. All contractors are required to be registered in the DOD Central Contract Registration before award as required by DFARS 204.7300.
