- The Department of Veterans Affairs (VA) intends to negotiate a noncompetitive award to Katin Engineering Consulting, a Service-Disabled Veteran-Owned Small Business (SDVOSB), for Degreasing Interceptors located at VA Palo Alto Health Care System, 795 Willow Road, Menlo Park, California 94025. This procurement is a sole source award under the Veterans Benefits Act of 2003 in accordance with FAR 13.106-1(b)(1) Soliciting from a single source and VAAR 819.7007 Sole source awards to service-disabled veteran-owned small business concerns. This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Sole source justification has been prepared in support of this acquisition. This notice is NOT a request for competitive proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. The NAICS code is 562998 and the small business size standard is $7.0 million. Scope of Work is hereby summarize: The Contractor shall furnish all labor, materials and equipment necessary to clean/scrape six (6) grease traps at VA Palo Alto Health Care System, Menlo Park Division, 795 Willow Road, Menlo Park, CA 94025.The grease traps are located in Buildings 329, 347, and 334. The Contractor shall remove from each identified VA facility all the grease trapped in accordance with the EPA Clean Water Act, Discharge of oil, (40 CFR 110) Oil Prevention (SPCC Planning) 40CFR 112, NPDES (40 CFR 122), Storm Water Permits (40 CFR 122.26) and all other Federal, State and OSHA requirements. The Contractor shall provide all labor, materials and equipment to conduct a complete and thorough cleaning/scraping of the 5,000 gallon grease interceptor at Building 329.This includes skimming the grease off the top and solids off the bottom for all four chambers of the three tanks. The sides will be scraped and water blasted then vacuumed using a tanker truck. All cleaning shall be performed four (4) times a year on a quarterly schedule on Saturdays during the initial year and each option year. The Contractor shall provide all labor, materials and equipment to clean two small grease traps in the main kitchen in Building 347 once (1) per month on a weekday during the initial year and each option year. The Contractor shall provide all labor, materials and equipment to clean three small grease traps in the Building 334 Canteen kitchen once (1) per month on a weekday during the initial year and each option year.
