- This is a combined synopsis/solicitation for services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is issued as a request for quote (Reference number VA257-12-Q-0008). The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-53 and the Veterans Administration Acquisition Regulation (VAAR). It is the contractor s responsibility to become familiar with applicable clauses and provisions. The date, time and request for quote offers are due by: 1:00 P.M. local time on 17 Oct, 2011 to Donna.Pratt@va.gov or call me at 210-694-6310. The North Texas Veterans Healthcare System located in Dallas Tx Is Requesting the Following Items: Fuel Tank Cleaning using high-speed centrifuge to remove bacteria, water and particles from emergency generator diesel fuel, boiler backup diesel fuel and biodiesel for road-use. Sample for analysis of fuels for suitability for future use. Analyze each tack for particulate contamination IAW ASTM D 2276, Water and sediment IAW ASTM D 2709, micro-organism study, culture study and bacteria count and cetane testing. Period of coverage is 1 October 2011 through 30 September 2012. The evaluation factors and sub-factors are listed in descending order of importance: 1. Technical criteria- provide method of processing the fuel, such as high-speed centrifuge, types of fuel processed and testing performed to verify results. 2. Past performance-provide number of and sizes of tanks cleaned over the past 3-5 years. 3. Cost EVALUATION METHODOLOGY: All factors will be evaluated as described below: Exceptional Indicates the contractor s performance record within the area of evaluation exceeded that required by the contract. SatisfactoryIndicates the contractor s performance record within the area of evaluation met essentially all contractual requirements. Unsatisfactory Indicates the contractor s performance record within the area of evaluationfailed to meet the minimum government requirements. Technical performance and past performance when combined are significantly more important than cost. Offerors should assure that their ability to meet or exceed the minimum needs of the Government is adequately described in the offer. The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror s initial proposal should contain the offeror s best terms from a cost or price and technical standpoint.
