Description
VISN 5 Network Contracting anticipates the award of a firm-fixed price contract for the New Multi-Story Parking Garage, Project No. 688-350 at the VAMC, Washington, DC. The New Multi-Story Parking Garage project provides a new three (3) level parking structure constructed on the north-west corner of the Medical Center's property adjacent to Irving and First Streets. The garage shall be partially below grade structure with levels B1 and B2 below grade and Level G at or above grade. The proposed garage is planned to be the first phase of a multiphase garage project and shall support the anticipated future construction of five (5) upper parking decks directly above the level G deck. The garage structure will consist of precast concrete system including columns, beams and girders. A concrete slab on grade is utilized at the lowest parking floor. Upper floor decks will utilize concrete double tees. Lobby and core areas are constructed of a combination of concrete and masonry. The work includes general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, utility systems, necessary removal of existing structures and construction of certain other items. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) are necessary to go through the required access for the VA Medical Center. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code, the SBA size standard is $33.5 million. The construction cost range for the project is between $5,000,000 and $10,000,000. The solicitation will be issued on or about July 1, 2011. All information for this solicitation will be posted on FedBizOpps at http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, specifications and all subsequent amendments, if any. The solicitation is issued under the authority of 38 U.S.C. 8127. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. Potential bidders must register at FedBizOpps at www.fbo.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and must have completed the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov prior to contract award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov or SDVOSB Firms currently listed, pending verification in VIP are eligible to submit bids/offers. SDVOSB Firms that submit bids on SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. The pre-bid meeting for this project will be held on Tuesday, July 12, 2011 at 10:00 a.m. All interested parties shall promptly report to the Facilities Management Conference Room BH-132 for the meeting. All requests for information regarding this project shall be submitted in writing to the Contracting Officer no later than 4:00 p.m. on Tuesday, July 19, 2011. Telephone requests will not be accepted. The bid opening will be held on Tuesday, August 2, 2011 at 1:00 pm.
