- RFI Information Sheet **************************** NOTE: Please carefully review the attached information sheet which contains submittal instructions. **************************** The United States (U.S.) Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO), Product Acquisition and Deployment Directorate (PADD) is seeking information on neutron radiation detectors that do not use Helium-3 (3He) technology. It is the intent of this RFI to determine the feasibility of utilizing Commercial-Off-The-Shelf (COTS), or COTS that will be released into the commercial sector in the near future, with alternative neutron radiation detectors to accurately and rapidly detect threat material. The threat material includes Nuclear Weapons, Improvised Nuclear Devices (IND), Special Nuclear Material (SNM), as well as the identification of non-threatening neutron emitting material such as moisture density gauges used in road construction. By detecting and interdicting threat material, illicit trafficking is stopped without impeding the flow of legitimate trade and commerce. The supply of 3He is decreasing and therefore DNDO is seeking alternatives to 3He based neutron radiation detection systems. DHS seeks to evaluate existing neutron radiation detector systems updated with alternative technologies (detectors which utilize new materials and methods) for neutron detection in the near term. DNDO is also requesting information about neutron radiation detector technologies (i.e., prototypes) which do not employ 3He and can be integrated into backpack, handheld, and city vehicle mounted form factors as part of a near term test campaign. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO) is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Not responding to this RFI does not preclude participation in any future solicitations or agreements. If a solicitation is released, it will be via the Government wide Port of Entry (GPE) at (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
