Description
Announcement / Registration Forms (Word Format) Announcement / Registration Forms (Pdf. Format) The Department of Homeland Security (DHS)-Domestic Nuclear Detection Office (DNDO) will conduct an industry day for the Human Portable Tripwire (HPT) Program on October 27, 2011 in Washington D. C. (location will be forwarded to registered participants). The purpose of the HPT program is to increase the opportunity and likelihood of detecting illicit radiological/ nuclear material through constant, non-deliberate scans by detection devices that are worn by operators at all times as standard equipment. An additional, fundamental purpose of the HPT program is to function as personal protective equipment. The goal for the HPT Industry Day event is to provide industry with information relevant to the program, including: • A list of draft requirements currently identified for a HPT device. • An overview of intended Concepts of Operation by potential end users. • An overview of new detection and networking technologies being developed by DNDO-Transformational and Applied Research Directorate (TARD) which could be implemented in a HPT device. The registration form for the event and tentative agenda are enclosed. The list of HPT draft requirements to be discussed during the event is also enclosed. Due to the sensitive nature of the performance requirements, there are some To Be Determined (TBDs) in the enclosed draft requirements list. Values will be disclosed during the event to attendees who have signed and submitted the enclosed Non-Disclosure Agreement-(Sensitive But Unclassified (SBU) Section only)for the event. Attendees are encouraged to submit questions with their completed registration forms in order to facilitate a question and answer session during the event. All releasable information provided during the HPT Industry Day will be posted on the Federal Business Opportunities website after the event. The HPT Industry Day does not indicate a promise or intention to issue a request for proposals, request for quotes, or follow up acquisition of any type. DNDO will not assume liability for costs incurred by attendees or for preparations, travel expenses or marketing efforts; therefore, vendors' expenses in response to this notice are not considered an allowable direct charge to the Government. Companies responding to this notification should indicate whether they are a large or small business, small disadvantaged business, woman-owned business, and/or service disabled veteran-owned small business. Please ensure your response contains the company's name, street address, a company point of contact with phone number and email address, and company web page URL, if applicable. All responses must be unclassified. Industry Day Registration: Registration will be conducted in advance. It is open to all interested parties; however, non-US citizens are also required to complete and submit the enclosed Incoming Foreign National Visitors form no later than 12:00pm Eastern Time on October 11, 2011 (submission instructions are on the form). Due to security reasons, this requirement will be strictly followed and no late visitors' forms or walk-ins will be permitted. This is a no-fee event, but due to space constraints seating is limited to a maximum of two (2) participants per company. Registration forms must be fully completed and emailed to DNDOHPTIndustryDay@dhs.gov by 5:30 pm Eastern Time on October 21, 2011. Non-Disclosure Agreements are not required to register, however, only those who adhere to the submission of an NDA will be able to review the above stated information. Non-Disclosure Agreements can be signed and either faxed to 202-254-7749 or scanned and emailed to DNDOHPTIndustryDay@dhs.gov by 5:30 pm Eastern Time October 21, 2011. Requests for confirmation of either can be done by sending an email to DNDOHPTIndustryDay@dhs.gov. Late registrations and "walk-in" requests will not be permitted. Attendees must present a current photo identification matching the attendee's information submitted via the registration form to gain entry into the event. Check-in for the event will open at 0730 and presentations will start promptly at 0800. Attendees are encouraged to arrive early enough to permit sufficient time for the check-in process. This is an UNCLASSIFIED event; no security clearances are required. All DNDO information presented at the event will be made available via the Federal Business Opportunities website after the event. Follow-up Meetings and Information Requests: DNDO foresees having individual meetings and/or information requests with vendors who have Commercial Off the Shelf (COTS) or near-term COTS products (production ready within 12 months) capable of meeting all or a significant percentage of the draft requirements presented at the event. The individual meetings will take place approximately three to four weeks after the HPT Industry Day. Interested vendors will have an opportunity to sign up for these individual meetings during the course of Industry Day. Vendors registering for follow-up meetings will be requested to submit applicable technical information, prior to their scheduled meeting, indicating how their COTS or near-COTS products meet each of the HPT draft requirements presented. Comments, Clarifying Questions, and Responses: Written comments, questions, suggestions and/or recommendations are encouraged and should be submitted with the registration form. At any time after receipt of comments/questions, DNDO reserves the right to contact respondents for further clarification of the submittal. All releasable questions and answers will be posted to the Federal Business Opportunities website, along with all releasable information presented during the event. This announcement does not represent a contract, a promise to contract, or a commitment of any kind on the part of the Government.
