- In accordance with the Federal Aviation Administration Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The FAA has a requirement to procure test, evaluation, and additional research and development engineering service tasks to support changes to the FAA-LAAS Standards on the FAA owned Honeywell SLS-4000 Global Navigation Satellite System (GNSS) Landing System (GLS) test bed. To support this work, modifications to support Category III LAAS are being tested using a Category I based system in order to test Fail-Down requirements from Category III to Category I. Radio Frequency Interference (RFI) modifications to the SLS-4000 are necessary to improve availability and reliability of the CAT III LGF signal in the presence of spurious interference sources. Modifications are necessary for the testing required for the Category III LAAS. The SLS-4000 is a Honeywell product and the software and hardware designs are proprietary to Honeywell. Accordingly, only Honeywell has the necessary design documentation, system knowledge, and experience to make the modifications to the SLS-4000. A competitive solicitation will not be available for this procurement. The FAA will not pay for any information or any administrative costs incurred associated with any response to this announcement. Note: Funds are not presently available for this requirement. The FAA's obligation under this requirement is contingent upon the availability of appropriated funds from which payment for this contract can be made. No legal liability on the part of FAA for payment may arise until funds are made available to the Contracting Officer for this requirement and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
