- Description
- Background: The Military Sealift Command (MSC) is responsible for providing combat logistics support to Department of Navy (DON) ships at sea, and providing strategic transportation of ocean cargo as part of the United States Transportation Command (USTRANSCOM). MSC is unique because it has administrative responsibility to both the DON and to USTRANSCOM. It therefore operates two separate Working Capital Fund (WCF) accounts - the Navy Working Capital Fund (NWCF) and Transportation Working Capital Fund (TWCF) - each of which is funded from revenue generated from a buyer-seller relationship with its customers. While MSC has resources that support both of these funds, it must submit separate budgets and Program Objective Memorandum (POM) costs for each WCF. MSC currently uses Budget Preparation System (BPS) to formulate, review, and produce the MSC budget and Program Objective Memorandum (POM) for its portion of the NWCF and TWCF budgets. Although BPS has met many of the requirements needed to produce the budget/POM, its technology is outdated and lacks the flexibility and functionality needed for management analysis and ease of budget/POM preparation. An MSC corporate initiative is to replace its current budget formulation system. Objectives: MSC has a need to implement a new budget formulation system (herein "MBPFS") that will modernize MSC's budget development process. MBPFS shall support MSC's Comptroller Directorate (N8), Business Program Offices, Headquarters (MSCHQ) and its subordinate commands to improve their ability to efficiently and effectively develop, analyze, produce and justify MSC's budget/POM requests. MBPFS is expected to reduce the administrative burden on N8 staff, eliminate duplicate entry of budget/POM information into multiple systems, improve the analysis and justification of MSC programs, and produce required budgetary exhibits. Scope: Using the Hyperion system MSC has selected as its new budget formulation software, the Contractor shall implement a solution that meets the functional and technical requirements identified in the forth-coming solicitiation. The target users of the proposed budget/POM formulation application are the N8 Headquarters staff and regional office staff involved in the budget formulation process. This acquisition will be full and open. The resulting order will be firm fixed priced. The solicitation resulting from this notice will be available on FBO and www.msc.navy.mil.
