- Intent to Sole Source Contract Award The Great Lakes Acquisition Center intends to negotiate a 6-month sole source contract award with Molecular Imaging of Hinsdale, IL to provide PET/CT Services for the Hines VA Hospital under the authority of 41 U.S.C. 253(c)(1), 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy. Technical Scope: Contractor to provide FDA Approved Positron Emission Tomography (PET)/Computed Tomography (CT) Scan Services for beneficiaries of the Hines VA. Contractor will provide labor, materials, supplies, equipment, certified personnel, and radioactive tracers and incidentals required to perform the scans. Contractor shall provide overall supervision of exams. Contractor Equipment: Contractor shall maintain its positron emission tomography equipment (PET/CT) in good working order and in accordance with the specifications of the manufacturer. Equipment quality control shall be performed in accordance with manufacturer's specifications. Records of equipment quality control activities shall be made available to VA for review upon request. The PET/CT scanner must have appropriate certification and have routine maintenance and quality assurance reviews. Evidence of this must be included in the Contractor ™s proposal. Personnel: Contractor shall provide all required (at least 2 fte/service day) specialized medical PET/CT Technologists per service day and any qualified support staff (as patient volume requires) necessary to provide services for the VA patients. It is anticipated that equipment and staff will be required a minimum of an eight (8) hour day. POP: October 1, 2011 through March 31, 2012 Based on market research, Molecular Imaging is the only source that can satisfy agency requirements. This requirement is only required for an additional 6-months and will not be needed because of the construction of a mobile pad. At that time a new contract will be established for Mobile PET/CT Services. An interim contract needs to be established to prevent a break in service to the Veterans. A decision to not compete was made because establishing a new contract for this interim period would have a negative impact and costs (new scheduling requirements, advertising new location, reviewing existing equipment, establishing a method for transmitting records) that could not be covered through competition. Regarding personnel, Molecular Imaging already possesses the required security background checks needed to perform the services immediately. With the current backlog in NACI Background checks another provider would probably not be able to perform services for several months, even, assuming, they could provide the equipment. Other persons may identify their interest and capability to respond to this requirement by October 12, 2011. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement by October 12, 2011; these will be evaluated by the government. A determination by the government not to open the requirement to competition based upon responses to this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation documents are available and no telephone request will be honored.
