Description
1. This Request for Information (RFI) is NOT a solicitation for proposals, proposal abstracts, or quotations. This RFI is issued for information purposes only and neither constitutes a solicitation nor a commitment by the Government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not receive consideration. The Government does not intend to award a contract on the basis of this special notice or to otherwise pay for the information. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. 2. The Special Operation Research, Development, and Acquisition Center Program Executive Officer for Fixed Wing Programs is soliciting information to identify possible sources and costs for the design, integration, and installation of a Radio Frequency Countermeasures (RFCM) system into the MC-130J. Responses to this RFI should assume no United States Government (USG) provided data for MC-130J and variants. Responses should identify the data necessary for system development and integration. Responses should define how said data will be obtained; if teaming arrangements are used to meet data needs, the RFI response should identify potential teaming arrangements and roles and responsibilities. 3. The USG has particular interest in production ready systems (i.e., minimum Technology Readiness Level (TRL) 7 as defined by the Department of Defense (DOD) Acquisition Guidebook (August 5, 2010) and a minimum Manufacturing Readiness Level (MRL) of 7 as defined by the DOD Manufacturing Readiness Assessment Deskbook (May 2, 2009). The RFCM Systems and/or components not currently meeting a TRL 7 and a MRL 7 should include a description of the maturation activities and overall schedule, and cost required to support the objectives in Paragraph 5 of this RFI. Potential solutions should include internally and externally (wing/under-wing mounted) systems. 4. USSOCOM is looking for a new Radio Frequency Countermeasures (RFCM) system for MC-130J aircraft to permit safe execution of aerial refueling of SOF vertical lift aircraft; low-level, clandestine infiltration/exfiltration and resupply of special operations teams; armed over-watch; precision identification/targeting of hostile forces; collection of non-traditional signals of interest; and other missions as directed. Respondents to this RFI should describe their capability (i.e., hardware, software, open system architecture, integration experience, etc) to meet and/or exceed the following objectives: a. The RFCM system shall detect, identify, provide geolocated threat position data to an existing situational awareness system and display, and determine and implement the appropriate response to eliminate the threat system's lethality or degrade it to the extent necessary to allow the aircraft to escape the engagement envelope. b. The RFCM system shall determine the optimum response based on the total battlespace. c. The RFCM system shall be adaptable and reprogrammable by existing government organizations and processes to accommodate the changing threat environment. d. The RFCM system shall include frequency jamming capabilities to engage multiple threats at different aspect angles simultaneously across the RF frequency range. The focus of the system is aircraft self protection. e. Provide non-traditional data and signals of interest (NTDSOI) receiver capability within its frequency range for threat detection and target cueing. f. The RFCM system's capability to provide additional threat awareness functions, such as electronic surveillance measures (ESM) and radar warning receiver (RWR), from the RFCM system should also be addressed. 5. In particular, the Government is interested in the following information: a. The capability your system can provide. Provide a technical description of the solution to include details of the airframe, subsystems, open systems architecture, future growth capability, modular and scalable aspects consistent with capability, and the associated schedule and cost. Also discuss reliability, maintenance concept (e.g., 2 or 3 level), and manpower requirements. b. Responses should address any safety concerns/considerations and integration challenges associated with integration of the proposed RFCM system with the aircraft's existing systems, and anticipated aircrew workload impact. c. A notional funding profile (rough order of magnitude) for your proposed solution with break outs for RDT&E and procurement. Identify the level of engineering design, integration, software development, developmental test and evaluation (DT&E) required and initial operational test and evaluation (IOT&E) required. Discuss the notional schedule and cost for the development/integration effort. d. Your relevant experience with recent C-130 aircraft modification, software development, and integration efforts. Highlight any RFCM development and integration experience (to include associated aircrew training solutions) that is pertinent. Supporting exhibits such as drawings, concepts, schedule, and cost may also be included in the response. e. How modifications would/could be accomplished--production line incorporation or as post-production modifications. Address any capabilities not available at initial operational capability (IOC) and how they will be provided post-IOC. For out-years, identify any funding that may be required. The IOC is defined as having 3 modified aircraft plus one spare and all sustainment and training requirements in place. f. The process used for airworthiness certification of your proposed solution. g. Provide a notional schedule clearly showing contract award, long lead procurement, production milestones, training/training system events, technical order development, contractor test and evaluation, USAF DT&E and IOT&E, and logistics/sustainment events with assets available and IOC. 6. DO NOT SUBMIT PROPOSALS. Responses to this RFI shall be limited to 50 pages in length, not including the cover page or exhibits (including pictures within the text). Classified information must be handled, labeled, and stored in accordance with the National Industrial Security Program (NISP) Operating Manual. Responses should be e-mailed to the POCs listed below. Paper copies of the paper submittal will also be accepted If the response contains proprietary/competition sensitive material, paper copies must be clearly labeled "Proprietary/Competition Sensitive Material". Proprietary/competition sensitive material will be protected from disclosure. When appropriate, non-Government advisors may be used to objectively review a particular functional area and provide comments and recommendations to the Government. All advisors shall comply with Procurement Integrity Laws and shall sign non-disclosure and rules of conduct/conflict of interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data. Submission in response to this RFI constitutes approval to release the submittal to Government support contractors. 7. Your response must be received no later than 15 calendar days after RFI release.
